Surat City Resilience Strategy – Draft document

Asian Cities Climate Change Resilience Network (ACCCRN)  

The Rockefeller Foundation has launched Asian Cities Climate Change Resilience Network (ACCCRN) covering India and South East Asia. This program covers the issues of climate change (CC), rapid urbanization and poverty. The selected cities in India are: Indore, Surat and Gorakhpur

In Surat, ACCCRN program are being initiated jointly by SMC and SGCCI with support from TARU.  Under this program a City Advisory Committee has been formed. This committee constitutes various stakeholders including ULB, institutions and organizations (http://www.suratclimatechange.org). One of the key outcomes of this program is the City Resilience Strategy document.

Surat City Resilience Strategy - Draft document

City Resilience strategy (CRS) development (under ACCCRN PHASE II) is spearheaded by Surat City Advisory Committee and key stakeholders. CRS development and action planning is an ongoing effort and will be undertaken with the active engagement of the stakeholders and the community. The strategy aims to reduce the impacts of climate change by identifying sectors and communities most vulnerable to the Climate Variability and Climate Change (CVCC) risks. The strategy provides an overarching framework with a clear vision and direction for improved delivery of the services by the stakeholders and action to be undertaken by the communities, there by promoting the economic development of the city and the Surat Metropolitan Region. Key initiatives are being undertaken through the support of the Rockefeller Foundation to inform this strategy and the CAC has been coordinating in its efforts toward the implementation of the activities in Phase II of the ACCCRN programme.

Under Phase-II of the ACCCRN-Surat activities, a series of Risk to Resilience (R2R) workshop were conducted to develop city level climate resilience strategy. The R2R workshops discussed the findings of the Vulnerability Analysis, Sector study results and adaptation matrices and further aimed towards generation of scenario for the city. The scenario planning exercises were conducted to analyze certainties and critical uncertainties which may influence the future growth of Surat city. Early indicators and issue matrices were developed as part of the scenario planning exercise. Based on outcomes of the activities conducted in Phase II of the ACCCRN, including the Vulnerability Assessment studies and Sector studies (Flood Risk Management, Health Impact, Energy Security, Water Security and Environment), the draft City Resilience Strategy document was prepared.
